Personal Allowed Numbers (PAN) List
Overview
Please note that Personal Allowed Numbers (PAN) are not typically used at county facilities. PAN lists are more often used for Department of Corrections agencies. If county facilities use PAN lists, they are more likely to be treated as block lists unless there is a special situation. Site Admins can enable PANs for specific inmates using the Class of Service rules on the Inmate Detail page.
An Inmate Personal Allowed Numbers (PAN) list is a useful ENFORCER® feature that lets each inmate have a customized list of allowed called party numbers. Additionally, an ENFORCER® user can use this feature to:
- Add a called party number.
- Define a new called party number, and then block the number for a selected inmate only.
- Block the inmate from using a previously approved called party number by changing the block type.
- Define an attorney phone number for the selected inmate’s use only.
- Update information for a called party number on the Inmate PAN list.
- Limit the billing type (allowed call type) for a called party number
- Deactivate a called party number from the inmate’s Active PAN list.
- Reactivate a called party number on the inmate’s Active PAN list.
- Enable an inmate to call a called party number otherwise blocked for all other inmates.
If the Inmate PAN feature is activated for your facility, inmates can only call numbers on their Inmate PAN list, in addition to called party numbers that are defined as privileged calls in the Global Numbers library.
How an Inmate PAN List is Created
An Inmate PAN list is created in one of the following four ways:
- By letting an inmate call who they want to call. This occurs only if the Inmate PAN feature has been set up in self-learning mode by the ICS Administrator. Based on a predefined maximum number of called party numbers, each call completed by an inmate automatically adds the called party number to the Inmate PAN list. As long as the inmate is set up to pay for each call using a debit payment or is calling a number that can accept collect or prepaid collect calls, the inmate can call the called party number without restriction. By default, the inmate can add 20 numbers to an Inmate PAN list.
For a number to be added to an Inmate PAN list using self-learning mode, each call placed by the inmate must be accepted by the called party.
- By a JMS feed from the facility. At some facilities, the origination point of information about inmate PANs is the facility’s Jail Management System. In this case, the PAN list for an inmate is transmitted electronically to the ENFORCER®. This information always includes the called party number and may include additional details about the number such as the called party's name, address, the called party’s relationship to the inmate, and/or other information. Depending on the level of detail transmitted through the JMS feed, certain data fields may or may not populate automatically on the PAN Edit page.
- By an ENFORCER® user at the facility that accesses the Personal Allowed/Blocked Numbers (PANs) pane on the Inmate Detail page to manually add approved numbers or to block specific numbers. This method requires a higher administrative workload by an ENFORCER® user. This user must collect numbers from inmates, review the numbers, and then add them manually to the Inmate PAN list.
- By employing the Inmate PAN Registration function. Some facilities require administrative approval of all called party numbers before they are added to an Inmate PAN list. At these facilities, the Inmate PAN Registration function can be used by an inmate to request registration and add a called party number to their Inmate PAN list. The inmate makes this request by calling the ENFORCER® IVR and following a series of prompts to enter the desired number on the phone keypad. Next, an authorized ENFORCER® user at the correctional facility reviews the request list. They then approve or reject each called party number that is requested by an inmate for addition to their Inmate PAN list.
Regardless of which of these methods are used to populate or build an Inmate PAN list, you can still edit each list manually.

PANs on the Inmate Detail page
On the Inmate Detail page, you can view the Personal Allowed/Blocked Numbers (PANs) pane. From here, you can view and edit an Inmate PAN list and view a historical record of changes made to the list. Additionally, you may view and print a PDF report for Inmate PANs.
In the Personal Allowed/Blocked Numbers (PANs) pane of the Inmate Detail page, you can view the inmate's allowed and blocked numbers.
Information available in the Personal Allowed/Blocked Numbers (PANs) pane
Below is an overview of the information available.
- Active status of the called party.
- Phone Number associated with the called party.
- Speed Dial assigned to the called party (if applicable).
- Name associated with the called party.
- Relationship with the inmate.
- Block indicates the origin or reason for the block. If no block is placed on the called party, Not Blocked is displayed.
- Global Entries indicates whether a Number Detail Record has been set up as a Global Number or for a specific site. This column also indicates whether a block has been placed on this number globally or for a specific site.
- Call Type for the called party. This defaults to All when a number is added.
- Date Approved indicates the date the PAN was originally added.
- Approved By indicates the ENFORCER® user ID of the person who approved the PAN if done manually.
- In Use indicates the number of inmates that have the phone number present on their Inmate PAN list.
- Address for the called party.
- Description is optional information added by a user or populated automatically through a JMS feed.
Displaying Inactive PANs from the Personal Allowed/Blocked (PANs) pane
By default, the Personal Allowed/Blocked Numbers (PANs) pane does not display any PANs that are inactive. To display inactive numbers, click the Show Inactive PANs checkbox, as shown in the following example. Each Inactive PAN displayed will show InActive in the Active column.
To hide inactive numbers, deselect the Show Inactive PANs checkbox.
Active and Inactive PANs
By default, each inmate may have a maximum of 20 active PANs on their PAN list. The Active status indicates the number has not been deactivated manually by an ENFORCER® user since it was added to the Inmate PAN list. PANs blocked since being added to the Inmate PAN list still count toward the total of active PANs.
Global Entries Information for a PAN
In the Personal Allowed/Blocked Numbers (PANs) pane, the Global Entries column indicates whether a Number Detail Record has been set up in the Global Numbers library or at a site for the called party number. This column may display one of the following values:
- Global - A Number Detail Record has been set up for the number in the Global Numbers library.
- Site - A Number Detail Record has been set up for the number at a selected site.
- Global Block - A global block has been placed on the number so that it cannot be called by any inmates.
- Site Block - A block has been placed on the number so that it cannot be called by any inmates at a selected site only.

Edit PANs
When you access the PAN Edit page for an inmate and you are adding PANs manually, the page is displayed with 20 blank PAN rows per the default maximum number of PANs.
• If your agency/facility has been configured to allow a fewer number of PANs for each inmate, that number of rows will be displayed.
• Each PAN row consists of two rows for information. The heading row indicates where to enter information.
Sort Order of PANs
On the PAN Edit page, PANs are displayed in the following sort order:
- Active unblocked
- Inactive unblocked
- active blocked
- inactive blocked
If inactive PANs are not being displayed, PANs are displayed in the following sort order:
- Active unblocked
- Active blocked
Edit PAN Page Column Headings and Icons
* Indicates the field is populated automatically when a number is initially added to an Inmate PAN list when the ENFORCER is configured in PAN self-learning mode.
Blocked and Unblocked PANs
When a PAN is first added on the PAN Edits page, the value in the Block column automatically defaults to Not Blocked. After a PAN has been added, a block may be placed on the number in one of several ways.
The options in the following table pertain to the origin of the block that may have been placed on the number after it was added to an Inmate PAN list.
Block Column Dropdown Options

| OMS Block | Number was blocked per a feed from the facility's Offender Management System (OMS) or Jail Management System (JMS). |
| One Call | Allows the number to only be called one time. |
| Security | Block placed manually on a number by an ENFORCER® user at the facility. |
| Soft Block | Not used |
The only options you should use for a PAN are Facility or Not Blocked.

How to Add an Inmate PAN or edit using the PAN Edit page
- Go to Inmate tab > Inmate. The Inmate Search page is displayed.
- Perform a search to locate and open the Inmate Detail page for the desired inmate.
- Immediately below the General Information pane, click PANs. Alternatively, scroll down to the Personal Allowed/Blocked Numbers (PANs) pane.
- Click Edit PANs.
- To add a new PAN, click on the first blank field in the first row and enter the called party's 10-digit phone number. Complete all desired information. To ensure the record is complete, enter the called party's name and relationship to the inmate.
- To set up a speed dial shortcut for the number, enter a 3-digit number beginning with 1.
- If you know the address of the called party, enter it in the Address 1, Address 2, City, State, and Zip fields.
- To block an inmate from calling the number, select Facility from the dropdown list in the Block column.
- To make changes to an existing number, place your cursor in the field and enter your changes.
- To remove a block from the number, select Not Blocked from the dropdown list in the Block column.
- To set the phone number so that the inmate can call it for free, select Free Call from the Call Type dropdown list.
- To remove a phone number from the inmate’s Active list, deselect the checkbox in the Active column.
- Click Save.
- To return to the Inmate Detail page, click Back. The revised information will be displayed in the Personal Allowed/Blocked Numbers pane on the Inmate Detail page.

PAN History
When you click History from the Personal Allowed/Blocked Numbers (PANs) pane or the PAN Edit page, the PAN History page is displayed, as shown in the following example.
This page displays a chronological list of all changes or additions to the PAN Edit page, beginning with the most recent change or addition to the list.

Inmate PANs PDF Report
The PDF Report button displayed in the Personal Allowed Numbers (PANs) pane on the Inmate Detail page provides a shortcut for generating the Inmate PAN Lists report for the inmate, as shown in the following example. By clicking this button, you can generate the Inmate PAN Lists report in PDF format without accessing it through the Reports menu.
• When you generate the Inmate PAN Lists report with the PDF button with the Show Inactive PANs checkbox deselected, the generated Inmate PAN Lists report will display Active PANs only for the inmate.
• If you select the Show Inactive PANs checkbox before you click PDF, the generated Inmate PAN Lists report will display Active and Inactive PANs for the inmate.
